The Russian delegation is led by Vladimir Medinsky, presidential advisor to Vladimir Putin, who led direct negotiations with Ukraine at Istanbul 2022. Medinsky has defended the Kremlin’s war objectives and is the author of works that criticize the West and Ukraine. On the American side, General Alexus Grynkewich, commander of US and NATO forces in Europe, and Secretary of the Army, Dan Driscoll, will attend, who will talk with their Russian and Ukrainian counterparts, according to Colonel Martin O’Donnell.

During the night before the summit, Russia launched nearly 400 long-range drones and 29 missiles against 12 Ukrainian regions, resulting in at least nine injuries, including minors, according to President Volodimir Zelensky. The president denounced that tens of thousands of Odessa residents were left without heat or drinking water due to the attacks, and affirmed that Moscow must be “accountable” for these actions, which, according to Zelensky, complicate Washington’s search for peace agreements.
