The Government modernized airport regulation to improve operational efficiency, clarify responsibilities and strengthen operational safety. Specifically, a new scheme was introduced through which functions that until now were developed by the Aerodrome and Airport Headquarters of the ANAC are transferred to aerodrome operators.
These include management and operational safety services on the platform, the issuance of vehicle credentials and driving licenses in the movement area, the Follow-Me service and vehicle control.This was reflected in Resolutions 54/2026 and 55/2026, through which the Argentine Civil Aviation Regulations (RAAC) are updated.
In addition, it is established that operators, such as Aeropuertos Argentina and London Supply, assume the responsibility of directly informing the Aeronautical Information Service (AIS) about the conditions of the aerodrome, without the prior intervention of the aerodrome chief being necessary.
This provision makes it possible to streamline the communication of information essential for air operations—such as the state of the runway surface—and avoids unnecessary delays in the dissemination of relevant operational data.
On the other hand, modifications are introduced in the requirements related to the Aerodrome Emergency Plans (PEA).In this sense, it is established that controlled public aerodromes must have an Aerodrome Emergency Plan approved by the ANAC.
On the other hand, aerodromes of less complexity and operational risk—including uncontrolled public and private aerodromes—must have an Emergency Response Plan, based on coordination with available local resources, without prior approval from the agency being necessary.
Likewise, it is established that the local committees—among them Operational Safety, Wildlife Risk, and Facilitation—become coordinated by the aerodrome operators, while the aerodrome chief will retain the functions linked to control and inspection.
For their part, the operators must submit to the ANAC, within thirty days after the entry into force of the new regulations, a schedule for the transfer of operational services.
Said plan must contemplate its effective implementation within a period of no more than one hundred and eighty days, and will be developed under the supervision and supervision of the agency.
On the other hand, noted the Ministry of Transportation, a specific regulatory framework is established applicable to works, installations and activities carried out by third parties in the airport environment, including the construction of buildings and the installation of elements such as antennas, wind turbines or other structures.
“The purpose of the standard is to guarantee the operational safety and regularity of air operations, defining the requirements that must be met for the development of this type of interventions,” official sources reported.
“These measures consolidate a more efficient and orderly airport management model, in which ANAC reinforces its role as an aeronautical authority, concentrating its functions on control and inspection, and aligning airport operations with international operational safety standards,” they added.
Among other recent modifications in the RAAC, is the elimination of the obligation to submit a flight plan for general aviation operations carried out under visual flight rules (VFR).The purpose of the measure is to simplify the administrative procedures linked to this type of operations and came into effect on March 1, 2026.
At the same time, night visual flights were authorized throughout the national territory for pilots who met the requirements established by current regulations, expanding the applicable operational framework and allowing more efficient use of airport infrastructure.
Resolution 957/2025 also incorporated modifications associated with new technological developments, by contemplating in national regulations the possibility that small aircraft, intended for non-regular operations with fewer than ten passengers, can be operated by a single pilot through the use of autopilot systems, with prior authorization from the ANAC.
